Hainan's Haikou sets up international science and education zone in Jiangdong district

 The Hainan authorities created an international zone for the development of science and public education in the territory of the new Jiangdong district (eastern part of Haikou), reported the Hainan Daily. 


According to the newspaper, the area of ​​the object reaches about 22,100 square kilometers. About 150,000 people will live, work and study on its territory. According to the government's plan, there will be branches of educational institutions that are included on top-100 most prestigious colleges in the world.


The Haikou Science and Education Area Development Program also aims to provide quality education in kindergartens and elementary school. The local administration has already sent invitations to a number of Chinese and foreign schools. It is expected that offices of foreign polytechnic, medical and agricultural universities will also settle in Jiangdong, which will have the right to teach students according to their own program.


In April 2018, Chinese President Xi Jinping announced the launch of Hainan's project to build a pilot free trade zone. According to the authorities' plan, the creation of a pilot zone will give impetus to the processes of globalization of the island's economy and increase the attractiveness of the Chinese province for foreign investors. It is expected that by 2050 Hainan will become a unique international cluster with an advanced economic system, which includes a free trade zone, campuses of the best universities, the most modern scientific laboratories and the headquarters of world corporations.


Haikou Airport recognized as the best in Asia with a flow of 15-25 million people a year

 Haikou's Meilan Airport in the north of Hainan Island corresponds to the status of the best harbor in the Asian region among similar transport facilities, receiving from 15 to 25 million passengers a year, announced Airports Council International (ACI).

 
"This year's awards went to air harbors that, more than ever before, listened carefully to the opinions of customers, adapted their services and took into account their own experience in accordance with changing preferences and expectations under very stressful circumstances," the website of the organization quoted ACI CEO Luis Felipe de Oliveira as saying. 
 
He stressed that he is especially proud of the airports that were able to meet the standards in 2020, despite numerous difficulties.
 
According to ACI, the airports in Krasnoyarsk (passenger traffic from 2 to 5 million people) and Sochi (from 5 to 15 million people), St. Petersburg Pulkovo (from 15 to 25 million passengers), the capital's Domodedovo (25 -40 million people) and Sheremetyevo (over 40 million).
 
In 2019, Phoenix was recognized as the best among Asian airports with a passenger traffic of 15 to 25 million people in Hainan's Sanya. As such, the island continues to be featured as the region with the highest level of civil air travel services.
 
According to statistics, in 2020, Meilan received more than 16.4 million passengers, servicing over 128,000 flights. The occupancy of this airport, even despite the negative impact of the novel coronavirus epidemic, was approximately 95% of last year's level.

NDRC: constructing Hainan Free Trade Port a priority

China will  steadily push forward building Hainan Free Trade Port this year and strive to make new and significant progress by 2025, according to the country's top economic regulator.


"This is a major focus for us to further expand opening-up," said He Lifeng, head of the National Development and Reform Commission.


He made the remarks on the sidelines of the ongoing two sessions on Friday.


Last June, the CPC Central Committee and the State Council released a master plan for the port, which called for establishing a basic free trade port policy system with a key focus on facilitating free trade and investment by 2025.


By 2035, the free trade port system and operations in Hainan will be more mature, and high-level process supervision will be basically constructed to achieve free trade and investment facilities, free cross-border capital flows, free and convenient transportation and access for people, and safe and orderly flow of data.


By the middle of the century, a high-level free trade port with strong international influence will be fully established, according to the plan.


Number of enterprises at Hainan's major industrial parks exceeded 38,000 in 2020

 The total number of registered enterprises in 11 key parks of industrial, technical and innovative development of Hainan's free trade port by the end of 2020 exceeded 38,200, according to the Hainan Daily.


The aggregate operating income of these enterprises over the past year amounted to about 466.53 billion yuan ($ 71.6 billion), which is 80.85% higher than in 2019. Tax revenue from their operating activities for the period totaled 39.53 billion yuan ($ 6 billion), an increase of 12.32% year-on-year. The key technology parks of the free trade port occupy no more than 2% of Hainan, but bring up to 35.7% of the total tax revenue to the provincial budget.


For instance, the publication writes, the operating income of the Yangpu Economic Development Zone last year increased by 35.25% in annual terms, to 161.33 billion yuan ($ 24.7 billion). The Central Commercial District of Sanya, in turn, has been able to draw 11 of the world's top 500 enterprises as well as five of the 500 largest enterprises in China by improving the business climate.


According to official data, in 2020 alone, about 20,000 new enterprises were registered in the province's key technology parks. By the end of December 2020, the volume of attracted investments in fixed assets of key technology parks in the province amounted to about 60.5 billion yuan ($ 9.2 billion).
In June 2020, the Chinese government published a program for the development of Hainan's free trade port. According to this document, Hainan will be turned into a special customs zone. The country's authorities expect to complete the creation of a free port on the territory of the province by 2025: by this time, a system for ensuring free trade and investment should be set up on the island.


By 2035, the free port and its model will take on a more mature form. By this time, it is planned to ensure freedom of trade and investment, cross-border movement of capital, people, and freight traffic in the Hainan province.


China points out Hainan's development goals for the future

 

The deputies of the National People's Congress (parliament) at the sessions of the country's supreme consultative and legislative bodies held in Beijing outlined the tasks of the socio-economic development of Hainan's free trade port for the fourteenth five-year plan (2021-2025) and until 2035. As noted in the working report of the Chinese government, the main goal is to actively pursue reforms to increase openness and promote innovation in the southernmost province of China. 


"It is necessary to promote fair competition between domestic and foreign enterprises, in accordance with legal standards to protect the legitimate rights and interests of foreign enterprises," clarifies the document read out by Premier Li Keqiang.

 
According to the head of the Chinese government, the program to create a special economic zone on Hainan is one of the most important projects that holds the country's top leadership close attention. 


Key development areas 

According to the Hainan Daily observers, the province became the first among Chinese regions to successfully implement a number of innovative ideas of the top Chinese leadership, the purpose of which is to enhance the country's openness and identify new growth stimuli in the era of globalization. For example, the island recently announced the removal of duties on a wide range of industrial products. Moreover, the Hainan authorities began to pursue an active policy of drawing qualified foreign personnel to strategically important industries, taking unprecedented steps to increase the inflow of foreign capital. 


The General Development Program of Hainan's free trade port, published on June 1, 2020, played an important role in the creation of a new international trade and economic center in the province. According to Chinese experts, it allowed to release untapped potential and boost mechanisms for long-term and stable growth.


According to official data, thanks to these changes in the past year, the number of market entities on Hainan increased by 30.86%, exceeding 310,000 commercial organizations. During the same period, several hundred investment projects were launched on the island, tens of thousands of skilled specialists from different regions of China and other countries were attracted to the province.


According to the local administration, the province has also made great strides in implementing a program to eliminate risks that stall sustainable economic development.


Space and deep sea exploration

In recent years, Hainan has made great steps in the development of aerospace technology. Thus, at the end of July 2020, the Tianwen-1 research probe was launched to Mars from the Wenchang cosmodrome (northeast of the island) using the Changzheng-5 carrier rocket, and four months later Chang'e-5 flying vehicle, which delivered lunar soil samples to Earth, was sent to the natural satellite of our planet a few weeks later.


Local scientists have also made major advances in deep sea research. In November, the piloted bathyscaphe Fendouzhe ("Warrior") set a new record for China when diving to the bottom of the Mariana Trench, sinking to a depth of more than 10.9 km. After successfully completing the mission, it returned to the port of Sanya on the southern coast of Hainan.


Among other areas of research in which the province has shown notable success over the recent years, one can name the breeding of varietal seeds and the promotion of plant breeding projects. At the same time, the authorities are actively working to create innovative clusters on the island, encouraging the opening of branches of leading foreign universities and educational institutions.


Moreover, Hainan encourages innovative companies, both big corporations and small firms. According to statistics, there are already more than 3,000 of such commercial organizations on the island, whose investments in the development of new products annually increase by an average of 34% per year. 


A paradise for investors 

In accordance with the decision of the central government, Hainan has an active policy of attracting investment from other regions of China, as well as from abroad. Restrictions are gradually being lifted in industries where there were serious obstacles for foreign capital. Thus, since February 2021, the Chinese State Council issued a special decree, highlighting the list of areas of activity inaccessible to foreign business in the southernmost province of China that was reduced from 33 to 27.


The island pursues a targeted policy to remove trade barriers, simplify business registration and taxation procedures. As a result, in recent years, it has become much easier to register a company on Hainan, carry out product certification and get a loan. The authorities have significantly reduced the tax burden by taking a number of measures to improve business climate, revitalize markets and internationalize the province's legal framework.


The local administration pays close attention to issues related to the protection of intellectual property rights. Thanks to the measures taken in recent years, Hainan has become one of the most advanced regions of China in this area. On December 31, 2020, a special court was set up on the island to deal with relevant issues. Similar instances in China exist only in Beijing, Shanghai and the city of Guangzhou (southern province of Guangdong).


Boosting consumption
 

One of the main tasks in the development of Hainan's Free Trade Port is the formation of a developed zone of international consumption on the island. Since 2019, the province has held promo campaigns aimed at boosting tourism, retail and hospitality.


In 2011, the Chinese government launched a pilot program to develop Hainan's duty free chain. Over the past 10 years, the number of these shopping facilities has increased to nine: four are located in the resort city of Sanya on the southern coast, the same in Haikou (the provincial capital) and one in the small town of Boao (eastern part of the island), where the Economic Forum for Asia is held annually.


According to official figures, by the end of 2020, annual sales of Hainan's duty free shops exceeded 120 million yuan (roughly $ 18.4 million at current exchange rates), having more than tripled in 12 months.


Hainan's free trade port

According to official data, during the period of the thirteenth socio-economic development plan (2016-2020), the annual growth rate of the province's gross regional product averaged over 10%. Hainan has become one of the key Chinese administrative units with high per capita income. Tourism, modern service sector and industries with the use of advanced technologies have played a particularly important role in improving the well-being of the locals.

Hainan's Sanya sets up first foundations for certified overseas partners

 Hainan's Sanya for the first time accepted registration documents for two financial institutions for certified foreign partners (QFLP) — foreign companies entitled to invest through RMB funds in Chinese private business in order to promote innovative projects, reported the Hainan Daily.

 
According to the newspaper, both subsidiaries were formed separately by two Chinese financial institutions specializing in high-tech and science-intensive projects — investment banks Zhenfund and MSA Capital. They registered their divisions in the Sanya Central Business District and simultaneously submitted project documents to the Asset Management Association of China (AMAC). "We expect that many leading investment funds will soon settle in Sanya," said a spokesman for the administration of the business center.
 
As he explained, in recent years, Hainan has taken a number of measures to make the procedures for registering commercial activities for foreign companies as easy as possible, to reduce restrictions and eliminate discriminatory factors, and to expand the list of areas available to foreign capital. "In addition, the authorities are making every effort to implement a policy to create new benefits for investors," the official added.
 
It is expected that in the near future, many funds will be set up in Sanya, specializing in projects with the participation of certified foreign partners. Thus, as the observers of the "Hainan Daily" write, the province is taking another important step towards the formation of a regional cluster that can simplify and improve the efficiency of the movement of transnational capital flows.

China intends to turn Hainan's Haikou into an international transport hub

 Within 15 years, the Chinese authorities intend to transform Hainan's administrative center Haikou into one of the country's international integrated transport hubs, stated the program for the development of China's transport network until 2035, published by the Chinese State Council.

 
In addition, the country's government intends to invest in the expansion of the Yangpu container port, located on the northwest coast of Hainan, to make it an international maritime transport hub by 2035. The authorities' plan is aimed at "creating [in China] a modern, top-notch, comprehensive, multi-level national transport network and supporting the construction of a modern economic system." In total, by 2035, China plans to create 20 logistics hubs of international importance in the country.
 
In addition to Haikou, among them are Beijing, Tianjin, Chongqing, Shanghai (China's four cities of central subordination), coastal port cities in the east, southeast and south of China - Dalian, Guangzhou, Xiamen, Hangzhou, Qingdao, Shenzhen, - as well as large inland transport hubs, landlocked, but being river and rail hubs — Kunming, Nanjing, Xian, Urumqi, Wuhan, Harbin, Zhengzhou, Chengdu and Shenyang.
 
Yangpu plays a key role in the development of China's transportation and logistics network. It is expected that by 2025 it will become a major regional transport hub, through which up to 5 million containers will pass annually.
 
According to the Chinese state program, by 2025 an effective mechanism should be set up on Hainan in order to stimulate sustainable and long-term growth. It is expected that, thanks to special preferential policies, the province will be able to fulfill a number of key socio-economic tasks necessary for the formation of a new powerful financial and economic center in the south of the country.
