Media: Hainan's innovation zone in the north to draw foreign investors to aviation field

 HAIKOU, September 1. /TASS/. Jiangdong New District innovation zone in Haikou (northern Hainan province) plans to draw more foreign investors to develop the local aviation cluster, the Haikou Daily reported.



According to the newspaper, the island's authorities are offering foreign companies to participate in big logistics and foreign trade projects related to air transportation. In order to do so, the provincial leadership is constantly developing new effective measures.


As the local authorities clarified, one of the main tasks is to form a comprehensive resource base that will meet the needs of science-intensive high-tech companies. "Haikou should become the most open city in the field of air transportation," said the administration of Jiangdong New District.


It is assumed that with the active support of the Hainan authorities, a favorable climate will be created for the successful formation of advanced market mechanisms. Both state funds and private investment capital play a key role in financing a number of large-scale projects.


Jiangdong New District is located near Meilan International airport and covers an area of ​​about 50.5 square kilometers. It is one of the eleven innovative priority development zones of Hainan's free trade port. It hosts aircraft repair and maintenance companies and also provides modern services in the field of passenger and cargo air transportation.

 

 
 

Sanya's science sets up a center for civil legislative initiatives

According to the newspaper, there are only 22 similar structures in China. They study the opinions of various groups of the population, take into account their wishes in the process of preparing new bills or amending existing regulations.
 
 
"Yazhouwan Science City" is one of the key areas of innovative development of Hainan's Free Trade Port, it aims to stimulate the development of agriculture and industries related to the sea," the Legislative Commission of the Standing Committee of the National People's Congress (parliament) commented on the creation of the center. This center will consider proposals from high-tech companies and research organizations. The activities on the formation of legal norms at the regional level will become more focused."
 
 
It is assumed that the creation of such a body in Sanya will make it possible to more effectively solve a wide range of issues related to the development and implementation of the latest inventions in production. One of the key tasks is to stimulate the promotion of a number of breeding projects, for the implementation of which the authorities plan to actively involve advanced high-tech enterprises and professionals. 
 
 
Yazhouwan is located on the coast of the South China Sea and is one of the 11 key innovative development projects of Hainan's free trade port. The area of ​​the land chosen for science-intensive enterprises and other infrastructure facilities exceeds 26 sq. km. One of China's leading breeding bases and a center for deep-sea research is also located in the science city. 

 


Hainan Medical Tourism Zone to increase overseas pharmaceutical purchases

 HAIKOU, September 10. /TASS/. Lecheng International Medical Tourism Zone in the east of Hainan will increase purchases of pharmaceuticals in other countries, therefore it is actively boosting cooperation with foreign manufacturers of relevant products, reported the Hainan Daily. 

 
 
According to the newspaper, this innovative platform has concluded agreements on regular supplies of medicines with more than 40 leading foreign manufacturers of medicines. As a result, Chinese citizens and foreigners who visit Hainan to receive treatment at local clinics can purchase over 70 high-quality imported drugs for patients with serious illnesses.
 
 
The administration of Lecheng Medical Tourism Zone specified that at the same time active work is underway to form an effective health insurance system. Since August 2020, more than 360,000 people have joined this program.
 
 
"We have signed a cooperation agreement with the Beijing Health Insurance Administration, <...> special pharmaceuticals will now be available outside Hainan," said head of Lecheng administration Gu Gang. According to him, thanks to the medical tourism zone, Hainan's Free Trade Port is becoming more and more attractive to consumers.
 
 
Lecheng's foreign partners include Swiss pharmaceutical corporation Novartis. It plans to increase the supply of modern drugs to the province. Most of these drugs are not yet on the Chinese market.
 
 
In February 2013, the Chinese State Council approved an initiative to establish an advanced health cluster on eastern Hainan. Lecheng is a short car ride from the annual Boao Forum for Asia and is considered the island's medical trademark. In 2019, this special zone received about 75,000 tourists, and the total income from the main activities of hospitals, sanatoriums and other institutions located on its territory exceeded 640 million yuan (approximately $ 96 million), an increase of 75% year on year.
 

 

 


Hainan to form a group of key high-tech companies in the coming years

 

The Hainan authorities intend to create a group of key high-tech enterprises in the next few years in order to further unleash the potential in the development of local industry, www.hinews.cn reported citing a document presented by the provincial Science and Technology Office.
 
 
The plan to provide special support to companies in three emerging industries will kick off on October 3. This concers digital economy, new petrochemical materials and modern biomedicine.
 
 
By 2023, the local authorities expect to create 200 small and medium-sized enterprises with original technologies and good market potential, 50 so-called gazelle companies (fast-growing companies) showing competitive creativity, as well as 20 leading enterprises with strong potential and contribution to the province's industrial development. 
 
 
High-tech companies play a leading role in promoting scientific and technological innovation in Hainan's economy, which is striving to create a high-tech industry. The relevant tasks were set in the program for the construction of Hainan's free trade port, adopted in 2020. At present, according to the news outlet, more than 1,000 high-tech companies are registered in the province, which is almost six times the figure for the period of the thirteenth five-year plan (2016-2020). 
 

 



China-US Subnational Cooperation: US Heartland Turns Eyes on Hainan for New Opportunities

 


On Friday, 17 Sep 2021, the Webinar hosted by US Heartland China Association, Arizona State University and Hainan Provincial Bureau of International Economic Development (IEDB) was held. The event, themed “Hainan: China’s Hawaii and World’s Largest Free Trade Zone”, intends to introduce the new opportunities of Hainan Free Trade Port, and to strengthen the economic cooperation between U.S. companies and China through the Hainan FTP platform. Speakers from the US Heartland China Association, the Arizona State University, Hainan IEDB, Sanya Yazhou Bay Sciences and Technology City, Sanya University introduced the overall development of Hainan, favorable policies of Hainan FTP, regional cultural and economic development, key projects and industrial parks, followed by a further discussion focusing on the business opportunities brought by Hainan to businesses from around the world.

 

 

Bob Holden, Chairman of US Heartland China Association expressed his support for free trade and cooperation prospects of partnership between the US Mid-West and Hainan. Hainan, a unique province of China, could be a perfect example of the possible cooperation between China and the US. Apart from free trade in goods and in services, openness also involve innovation in people’s mind. Through free trade and working globally, countries could lead globalization to develop in the way people want it to. The US side is looking forward to the exciting new opportunity of Hainan. 

 

 

Huang Cui, Chief Representative of Beijing Office of Hainan IEDB, introduced the policy framework, competitiveness and key industries of Hainan FTP. Through favorable policies of “zero tariff, low tax rate, simplified taxation rules and more openness”, Hainan will strive to develop tourism, modern service, high-tech industries and tropical high-efficiency agriculture, while attracting leading companies and high-end talents. The high-quality consumer goods and agricultural products from the US heartland could leverage events like the China International Consumer Products Expo to enter the Chinese market and reap benefits.

 

 

Based on his long study of China’s economy, Professor Doug Guthrie from Thunderbird School of Global Management at The Arizona State University stressed the significance of trade for two countries in that trade could help achieve stability of bilateral ties and avoid conflicts. China had contributed a number of major inventions to human progress. And now, after 4 decades of reform and opening-up, the construction of Hainan FTP not only shows China’s determination of further opening up, but also the attempt of decentralization during the economic development. The development of Hainan FTP, will play an important role in China’s opening up strategy, and bring new growth to the development of trade and investment, tourism and consumption, sci-tech and education.

 

 

Charlotte Magnette, International Investment Manager at Sanya Yazhou Bay Sciences and Technology City, presented the planning industry lay out of Sanya Yazhou Bay Science and Technology City, talked about the advantages of the industry park, which is strengthening the foundation through institutional innovation, industry cluster, talents attraction, infrastructure construction. The park’s development through innovation could help meet its goal of building the “Sanya Silicon Valley”.

 

 

Dr. Yang Fuyu, Researcher and Dean of Management in Sanya University, introduced the overall situation of Hainan’s society, economy, demographic features of different region of Hainan. The multi-ethnic culture, open and tolerant environment, and the young generations could altogether boost the development of an open economy. Topics about the balance between industry development and protection of natural environment were also discussed. 

 

 

John Heather, lecturer of Tourism Development and Management for Arizona State University at the Hainan University Arizona State University International Tourism College moderated the event, mentioning a series of new changes in tourism, economic vitality, business environment, etc. Companies from the heartland region should keep up with the new development momentum of Hainan FTP, and seize the opportunities brought by favorable policies in Hainan. The Arizona State University would be the bridge for bilateral communication, economic and trade relations between the heartland region and Hainan, Hainan is a tropical island rich in tourism resources, and the infrastructure and supporting facilities in Hainan are rapidly improved day by day, which creates good conditions for international talents to settle in Hainan. Hopefully more talents from the U.S. will be attracted to work and live in Hainan FTP.

United States Heartland China Association (USHCA), originally the Midwest U.S.-China Foundation, was founded in 2003. Chairman of the Midwest Governors Association. It is a bipartisan organization committed to building stronger ties between the U.S. heartland region (20 states located in the USA between the Great Lakes to the Gulf) and the People’s Republic of China.

 

 

Bob Holden, Chairman of the association, was the former governor of Missouri. During his tenure as governor of Missouri, he opened Missouri’s first China office and assisted Missouri in establishing the first Confucius Institute, which greatly promoted exchanges between Missouri and the Chinese people, culture and connections with Chinese leaders. Holden has also served as the chairman of the Midwest Governors Association. He has effectively promoted bilateral cooperation by promoting communication between the governors and mayors of China and the Mid-West. Aiming at the new policy and new opportunities of Hainan FTP, the association hopes that the United States will establish a positive cooperative relationship with Hainan. Container turnover of Hainan's Yangpu port reached a record 125,500 TEU in August

 


HAIKOU, September 14. /TASS/. Hainan's Yangpu International Port organized the transportation of 125,500 TEU (equivalent to a standard 20-foot container) in August, which is almost a third higher compared to the same period in 2020. According to the "Hainan Daily", this is a record figure for the port for a single month.
 
 
From the beginning of 2021 to the end of August, Yangpu's cargo turnover reached 9.3 million tonnes. Its container handling amounted to 744,800 TEU, which is 50% higher compared to the same period in 2020.
 
 
According to the newspaper, the increase in these indicators is associated with the improvement of Yangpu's infrastructure. In June, the harbor completed work on the reconstruction of two port terminals and increased the number of loading cranes. Thus, Yangpu's annual throughput increased to 1.6 million TEU.
 
 
According to official statistics, Yangpu's container traffic grew by 44% in 2020, exceeding 1 million TEU.
 
 
Yangpu International Container Port is located in the economic development zone of the same name in the northwest of the Island of Hainan. It plays an important role in the province's economic development. It is expected that by 2025 it will become a transport hub of regional importance, through which up to 5 million containers will pass annually.
 
 
According to the plans of the Chinese authorities, within five years a "modern logistic and economic belt" will appear on the west coast of Hainan. It will connect the administrative center of the province, Haikou, in the north of the island with Yangpu port area in the northwest and Sanya in the south of the region. These areas, together with Dongfang City on the west coast, will become the island's four main logistics clusters. 

Intellectual property rights' protection district established in Yazhou Science City

 


HAIKOU /China/, October 14. /TASS/. The special district of protection of intellectual property rights has been established in the Chinese Science City of Yazhou Bay in the southern province of Hainan, Sanya Xin-Wen Wang information portal reported.
 
 
The development plan of the relevant special zone for 2021-2025 was adopted by the People’s Government of Hainan Province. First of all, it provides for the protection of intellectual property rights in industrial seed production and deep-sea research technologies. A task was set by the authorities to turn this zone into a role model for all of China with regard to intellectual property rights protection, in particular, in industrial seed production.
 
 
The relevant region will deal with issues such as a system of management, implementation of patents, trademarks, copyrights, geographical indications used on goods, as well as new plant species. It is also planned to create an integrated system for the protection of intellectual property rights, including dispute resolution mechanisms.
 
 
The Science City of Yazhou Bay plays one of the leading roles in the innovative development of the region. By the end of 2020, the total number of companies registered in it tallied almost 3,200. 
 
 
Yazhou Bay Technopolis is engaged in scientific and technical research and development, as well as innovative manufacturing in the fields of finance, IT, space exploration, medical equipment, agriculture, deep-sea technology, and other fields.
 
 
The science city is part of the Chinese government's program to create a free trade port in the Hainan Province. The local administration has approved the status of a zone for the development of new high technologies for this scientific cluster. According to the plan of the authorities, the technopolis should become a top-notch zone of economic development, integrating technological innovation and industrial production.
